STRUCTURE OF THE CONSULTATION RESULTS

The results are broadly organised into domains, themes, and aspirations which have a set of associated elements and a paragraph that seeks to capture the essence of the consultation conversations about that specific area of Australian life.

Domains

The results of the consultation are presented within four broad domains: society, environment, economy (current MAP domains) and governance (a new domain).Each domain is an overarching area of interest (see figure 6.1) that has been used to guide and organise the consultation process. The consultation has confirmed that these domain areas are a useful and practical way to think about overall national progress. The inclusion of governance as a domain in its own right received strong endorsement throughout various streams of the consultation.

Themes

Within each of the four domains is a list of themes. The role of the theme is to summarise the main idea contained in the aspiration attached to it. For example,in the Society Domain, the theme of ‘Australians aspire to good health for all’ is ‘Health’.The theme will determine the headline indicator that is chosen to enable the progress measurement of Australians’ health.

Aspirations

Connected to each theme is an aspirational statement. These aspirations were collated throughout the various streams of the consultation. They represent many of the voices of the consultation process and aim to reflect what Australians care about most for national progresses far as possible, the aspirations are designed to be ambitious statements that are broadly accepted across society, and therefore fairly stable over time.

Overarching aspirations were also developed during the consultation. These were the broad statements that described the progress that Australians would like to see in the domains of society, economy, the environment and governance.

Elements

Within each aspiration statement is a list of elements. The consultation identified these elements as the most important areas to be considered when thinking about each aspiration. For example, the elements identified for the Health aspiration are Physical health, Mental health and well-being, Quality health services, Healthy lifestyles and Healthy environments (Figure 6.1).Each of these elements are important areas of health that Australians would want to see improvement in, however they may not represent all important aspects of this theme.

As well as a descriptive role, the elements also point towards progress measures for the aspirations. Because of this dual role, some of the elements represent a progress indicator, whilst others remain largely contextual. All will be valuable in informing the discussion around the selection of progress indicators.
